Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from various governments. Immense energy is devoted on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through current data. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.
Persistent Threats
Soon after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's vital need on external assistance – a dependence that neighboring countries are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, no doubt, endure.
Strategic Calculations
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a entire defensive failure until conditions improve in its benefit.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
